Do you need planning permission for new windows in Surrey?
A Surrey house usually needs no planning permission for replacement windows of similar appearance, and your district or borough council, not Surrey County Council, decides the exceptions. The Planning Portal lists them: an Article 4 direction can remove the right, listed buildings need consent, and leaseholders may need the landlord's permission.
Surrey County Council says "There are 200 conservation areas in Surrey." Each of the 11 districts keeps its own conservation area maps and any Article 4 directions, so check the district's planning pages for your street rather than the county's.
Surrey holds 6,619 listed building entries on the national list (12.6 per 1,000 homes). A listed house needs listed building consent before its windows change, so ask installers whether they prepare consent drawings and whether secondary glazing suits the frames.
