New windows need planning permission in the 11 Birmingham conservation areas covered by Article 4 directions. Birmingham City Council says that in these areas "even minor residential alterations, for example constructing a porch replacing windows or re-roofing, will require planning permission". The 11 areas are:

Birmingham has 29 conservation areas in total (council page updated 2 June 2026), so 18 have no Article 4 window control.
