What Edinburgh's window guidance means for your quote
The City of Edinburgh Council's guidance for householders (September 2025) sets repair first, replacement last for windows on listed buildings and in conservation areas. It lists the options to try before replacement: repair, shutters and blinds, draught-proofing, internal secondary glazing, new glass in existing sashes and new sashes in existing cases.
The guidance states that complete replacement of original windows "will only be approved where they have clearly deteriorated beyond practicable repair", backed by a professional survey with photographs. A quote for full replacement on a listed or conservation-area home is only useful if the installer can produce that survey.
The detail that wins or loses consent
- Glass: astragalled windows take narrow-profile units of 14mm (two 4mm panes and a 6mm cavity). Larger cavities are "not acceptable" on them, though one-over-one sashes and casements can take more.
- Drawings: an application for narrow-profile glazing needs a cross-section of the existing and proposed window, or the case officer will not progress it.
- Frames: uPVC "will not be acceptable in listed buildings", and applied or sandwiched astragals are not accepted.
- Vents: vents cut through the glass or prominent trickle vents are not accepted. Discreet vents go in the head, meeting rail or sides.

Do you need permission to replace windows in Edinburgh?
Like-for-like replacement windows in Edinburgh need no planning application. The Scottish Government's Planning Circular 1/2024 states that like-for-like windows "will not require an application for planning permission", and Class 7A permits most other window changes on houses and flats.
- Conservation areas: a front window avoids prior approval only when it matches the existing one on opening method, panes, frame colour and astragal dimensions (Class 7A). Edinburgh has 50 conservation areas.
- World Heritage Site: the council's guidance says permitted development for windows "does not apply inside World Heritage Sites", which covers the Old Town and New Town.
- Listed buildings: listed building consent is separate from planning and applies whatever the design. Historic Environment Scotland lists 4,813 buildings in the city, 895 of them category A.

Home Energy Scotland offers no grant for double glazing, only an interest-free loan to homeowners, and only for improving single glazing. Its funding page states the loan is "NOT for replacement/improvement of existing double, triple or secondary glazing". The applicant must own and live in the home as their main residence.

FENSA describes its remit as England and Wales. - Ask whether the guarantee is insurance-backed, so it survives the company closing, and for how many years.

- Confirm who prepares the survey, the cross-section drawings and any application.
