Listed home or flat? Sort consent before your Leeds quotes
A Leeds house that is not listed and not a flat usually needs no planning permission for new windows of similar appearance, even inside a conservation area. Consent comes in for listed buildings and flats.
Listed buildings: consent for replacement windows
Leeds City Council says there are "over 3,300 listed buildings in Leeds", that listed building consent is needed for alterations "including replacement windows", and that changing a listed building without consent "may be a criminal act". Ask installers whether they have prepared listed building consent drawings, and whether they offer timber or secondary glazing for listed frames.
80 conservation areas, but windows are not on the list
55 of the 80 conservation areas have appraisals and management plans. The council's extra controls there cover small extensions, dormer windows, cladding or rendering, some satellite dishes, chimneys and some solar panels, not replacement windows on an unlisted house.
The only Article 4 direction on the council's site covers houses in multiple occupation in 14 areas, including Headingley, Hyde Park and Woodhouse, Chapel Allerton and Roundhay and Weetwood. Flats: permission and the freeholder
Flats have no householder permitted development rights, and the Planning Portal says a leaseholder "may first need to get permission from your landlord or management company". Homes near Leeds Bradford Airport have no airport noise insulation grant today. The airport says its two past schemes date from 1981 and 1994, and that "no schemes are available at this present time".
That may change. In 2026 the airport put forward a proposed Night Noise Insulation Scheme as part of a planning application, with grants towards insulation measures "including glazing", according to BBC News (7 September 2026). It is with Leeds City Council's planners and not yet approved.
The airport flies 24 hours a day, and its runways point towards Horsforth on one side and Menston and Burley-in-Wharfedale on the other. For a bedroom on that line, ask for acoustic glass, not standard units:
- Ask for the sound reduction (Rw) figure of each glass option, so quotes compare on noise.
- Ask whether laminated glass or panes of different thickness are used.
- Ask the installer to price the bedrooms facing the flight path as a separate line.
