Do you need permission to replace windows in Glasgow?
Most Glasgow window replacements need no planning application. The Scottish Government states that installing like-for-like windows "will not require an application for planning permission. This is the case in all locations" (Planning Circular 1/2024). Other replacements are generally permitted under Class 7A for houses and flats.
Glasgow City Council lists 25 conservation areas, including Strathbungo, Crosshill, Shawlands Cross, East and West Pollokshields, Dumbreck and Newlands. There, a front window avoids prior approval only when it matches the existing one on opening method, "number, orientation and colour of panes" and the "dimensions and colour of the window's frame and any astragal bars". The material does not have to match, but swapping a front sash for a tilt-and-turn casement triggers a prior approval application.
Listed buildings need listed building consent for window changes, whatever the design. Historic Environment Scotland records 1,837 listed buildings in Glasgow City (284 category A, 1,251 category B, 302 category C).

FENSA does not cover Glasgow. FENSA describes itself as monitoring replacement windows and doors in England and Wales, so there is no FENSA certificate to ask for in Scotland. UK-wide pages that say FENSA installers self-certify in Glasgow are quoting the rule for England and Wales.

The domestic Technical Handbook (section 0.5.2, schedule 3, type 20) lists "a door, window or rooflight when the work includes replacing the frame" as work not requiring a warrant.
