Heathrow started its Residential Insulation Scheme in Longford, with a pilot for "approximately 100 residents" from February 2024. Heathrow told Hillingdon Council it chose to "prioritise Longford as the area to conduct the first pilot implementation of the scheme in 2024".
- Now: "Registration is now open to all eligible properties", and "Phase one will commence from 2025 to 2028".
- Progress: in December 2025 Heathrow's prioritisation panel recorded that "The Longford pilot area is nearing successful closure" and that "RIS Phase 1 registrations are steadily increasing".
- The rule: "All works will be funded by Heathrow on a like for like basis", after a survey of your home.
A second set of measures is not in place yet. On 16 December 2025 Hillingdon's Planning Committee agreed to grant Heathrow's easterly alternation application (ref. 41573/APP/2024/2838), subject to a Section 106 agreement covering "noise protection to impacted homes and schools" and noise in Longford. The council says that agreement "is currently being considered by both parties".

Hillingdon landlords can get grant funding for "energy efficient double glazing" in return for council nomination rights, and the council asks for three quotes. Its landlord guidance states: "Grants will require 3 quotes and will be match funded up to a certain limit."
The council adds that "the position can change rapidly", so confirm the grant is open before the survey. 25.9% of Hillingdon households rent privately (Census 2021), and private landlords must reach EPC band C on every tenancy by 1 October 2030 (DESNZ, January 2026).

No Hillingdon Article 4 direction covers windows. The council's five directions deal with small HMOs, commercial to residential changes, new homes in employment areas, strategic employment land and large rear extensions.
Three local exceptions come from the council's own guidance:
- The Glen, Northwood: "As The Glen comprises blocks of maisonettes, planning permission is required for all forms of development", including "replacement windows and doors".
- Eastcote Park Estate: "replacement windows cannot normally be controlled through the planning process", but residents "are urged to consider replacement windows that replicate the originals in both materials and design".
- Listed buildings: the council warns that "It's a criminal offence to carry out works to a listed building without first obtaining consent from the council".
