Window changes need planning permission on listed addresses in the Gidea Park conservation area, under an Article 4 direction confirmed on 24 June 2016. It is the only Havering direction that reaches windows. The others cover satellite dishes at Havering-atte-Bower and boundary walls at Cranham.
- Control Level 1: alterations "to the front and sides of the dwellinghouse".
- Control Level 2: alterations "to the front, sides and rear", plus porches and exterior painting.
- Streets: named house numbers on roads including Heath Drive, Reed Pond Walk, Meadway, Parkway, Brook Road and Balgores Lane.
The July 2025 Gidea Park appraisal records "unsympathetic replacement of traditional timber and metal windows ... with uPVC units". Havering's Heritage SPD adds that where permission is needed, "only matching materials are likely to be acceptable". Ask installers in Gidea Park for timber or steel replacements, and whether they will prepare the application.
Emerson Park in Hornchurch is a policy area, not a conservation area, and has no window control.

Free double glazing in Romford? What Havering says about grant callers
Havering does not offer free double glazing, and it warns about people charging fees for grants. Its energy advice page says: "We have become aware of individuals operating in London who are approaching residents and asking for a fee" in connection with Warm Homes: Local Grant.
The council lists insulation, heat pumps, solar panels, ventilation and damp prevention as the grant's measures, with no windows, and says the scheme "is not delivered by Havering Council directly". Never pay anyone to access a grant. Report the caller to Havering Council Trading Standards, as the council asks.
